What I Need to Know for 18/19 MARSS Reporting Changes

  • New/Changes to reporting codes
    • New Home Languages – 430 = Larteh, Country of origin Ghana | 431 – Mina, Country of origin Cameroon | Sourashtra – Country of origin India
    • New Status End Code – 66  Student rescreen planned valid for grade Early Childhood Health and Developmental Screening (Pre-School Screening grade PS) only
  • Changes to EL reporting
    • Students who scored non-proficient on the prior year’s Assessing Comprehension and Communication in English State-to-State (ACCESS) must be flagged as an EL student in the current year, even if the students are enrolled in a different school or district than the prior year and even if the new school does not have an EL program. Students flagged as EL but who are not served in the current year in an EL program would not have an EL Start Date.
    • Students reported as EL in the prior school year and who did not have a valid ACCESS composite score the prior school year must be flagged as EL in the current year, even if the students are enrolled in a different school or district than the prior year, and even if the new school does not have an EL program. Students flagged as EL but who are not served in the current year in an EL program would not have an EL Start Date.
    • Effective FY 2019, students who scored proficient on the prior year’s ACCESS and all domains scored above 3.5 are reported as EL “N” and no EL Start Date. They are ineligible for state EL funding.
    • Students who scored proficient on the prior year’s ACCESS but one or more domains scored 3.5 or less may or may not be reported as EL. Local program evaluations will make this determination.
  • Legacy Race/Ethnicity Codes
    • 0 –Not Northern American Indian
    • 1 –Northern American Indian
  • PSEO
    • Exclude passing time to and from study hall and any other free period(s) that the PSEO student would be physically at the high school.
    • Exclude passing time following a class period after which the student leaves for a PSEO class.
    • Exclude passing time just prior to a class from which the student is returning to the high school from a PSEO class
  • SEES – Code 9 (indirect services only) is no longer valid
  • 420 –*W* EL Flag = N but exit criteria not met {} The English learner Indicator is set to N, but the student does not appear to have exited EL status based on prior identification and prior assessment results.
  • 421 –*W* EL Flag conflict between districts {} The English learner Indicator is set to N, but another district has reported the student as EL within the same year. EL flag must match on all records within the same year.
  • 374 – EL = Y but exit criteria met {} The English learner (EL) indicator is set to Y, but the student appears to have met the exit criteria for EL status based on prior year's ACCESS assessment: If EL indicator equals Y, check to see if they have an extended proficient designation on an ACCESS from prior year’s back to FY 2012. Extended proficient means at least 4.5 on composite and at least 3.5 on all four domains.
  • 279 –EL Flag must match on all records. {} EL flag must match on all records within the district. PS records VPK, SRP and SAC 46 records are excluded from this error.  The error is now displayed even if the grade is different between the two records.  Grade EC records are now excluded from the check.
  • 423 - *W* EC SE 04 –Later record not found {} This warning identifies an Early Childhood Special Education (ECSE) (grade level EC) student who is reported with a Status End code of 04 (student moved out of the district and enrolled elsewhere) without termination of the Individualized Education Program (IEP)/Individual Family Service Plan (IFSP) but has not yet been reported as enrolled in another Minnesota school district. If the student has not enrolled in another district by the end of the school year, the Status End code of 04 needs to be changed to 26 (withdrawal by parent).
  • 093 - Dual enrolled must be 100 percent enrolled {} Middle level students concurrently enrolled part-time at the middle school, part-time at the middle level Area Learning Center (ALC), and targeted services may be reported as separate enrollment records if all three programs are within the same district. This is a change from earlier reporting procedures that required the district to report the student’s total ALC and Targeted Services hours in the ALC record.
  • 419 –Exceeds daily enrollment cap for grade {} Voluntary prekindergarten and school readiness plus programs are limited in their daily enrollment counts.  Students listed represent those that were enrolled for at least one of the days the school exceeded the enrollment cap. These students need to have their State Aid Category adjusted.  Enrollment cap is based on what the district/school was approved for through the approval process.
  • 422 –SAC 08 invalid based on start age and district type. {} SAC 08 (charter school) cannot have students that are less than three years old.
  • 128, 133 and 134 Errors –Age 21 on September 1 {} Records with the SAC of 98 (Summer Leavers or Summer Graduates) can now be reported for students up to and including age 29.
  • 261 Error –Status End code Conflicts with SEES  {} Updated to allow Status End code 25 when Status Special Education Evaluation Status(SEES) equals five.
  • 312 Error –Other Race Required when Hispanic/Latino = Y {} Error has been updated to require an additional race when Hispanic/Latino is flagged as “Y,” regardless of the Last Location of Attendance code.
  • 318 Error –EC Evaluation Record Cannot be Open Enrolled {} Now allows enrollment record with grade level EC, SEES equal to 2, SAC 11 and homeless flag equal to “Y.”
  • 367 Warning –Individual race/ethnic code appears to conflict with the corresponding race/ethnic indicator. {} Definition updated to include example: If student is reported as American Indian in the legacy codes, the student should be identified as American Indian as one of the federal selections.
